In my previous season I was getting 10-12% upgrade for "next season".  I was able to start the season with 80%ish   At the end of the season I "upgraded" my Chief Design person.  I have been doing design for "next season"  almost exclusively.  Now I get about 4-5%.  I even went and rehired my old Chief Designer and it had no effect. Is there some sort of penalty that I'm missing here?

the higher your current season % components, the lower the upgrades you get
