Staff talent vs star rating?

Hello community. I was wondering if staff overall or their talent rating were more important. I have a 4 star TD with 12 talent, and a 4.5 star with 11 talent. Should I rely on talent or star rating?

Star rating is the important measure for staff. 

Only drivers require a high talent to better their performance.
