Ideal setup slower?

I just bought the ideal setup for the next race and it is 0.4 s slower than my setup (wings -3 as suggested here as the best setup). Is this just because it was only one round?

And now I have to use the ideal setup, right?

According to old posts the ideal setup shall be the best one for the race, despite of lap times.

Very awkward as sometimes the gap between the driver setup (=ideal Setup) and the best according to the forum raises by every step towards the driver setup and 0.4 for 3 steps is one of the lowest gaps i had this season.

In free practice many times the driver makes the best time from a different set-up from which he asks you, advice to always follow the set-up that the pilot tells you which also goes according to the height of the latter's stature
