If the Experience is the last stat to raise to 20, it won't update the driver level. You need to keep another stat to 19 and level it to 20 after experience maxes out to force the game to update it.

Nero explained it perfectly, and the level actually doesn't matter. If your driver is maxed out, all stats on 20, it will not be slower at level 18 than at level 20. That's also the reason why it's with low priority on the bug list.
In fact, it actually helps managers, because if you are level 18 yourself, you can keep training the driver until the end at "full speed", without being limited to only 3% of advancement per training session ;)
