The sim is bad this season. Drivers who usually finish outside the top 10 in races are finishing inside the top 10.. Drivers who rarely show up for races are finishing in the top whether they show up or not. And drivers who usually finish easily in the top 5 are struggling to finish in the top ten. The sim needs fixing.

Strategy is everything when you are not live. Management of that strategy is even more important when you do make it to the races.
Remember, no active team stays still. As you upgrade your team so do they. It becomes a matter what upgrades are done, where you allocate your design points in correlation to the track's characteristics, how well one manages PL's.... and the list goes on.....
AI is only to blame for the lame strategy execution when the manager doesn't make it to the race. However, sometimes AI gets it right, and that's alright.
