I was upgrading my manufacturing building which was 3.5 stars it’s now done but still 3.5 stars this has happened to me a few times now can someone explain why I’ve wasted my money upgrading

Joshua is completely right. Also this doesn't results in your upgrade money and time being wasted as the effect of the buildings are purely based on the building level, so your upgraded Manufacturing building will produce that extra part per race and will have an enlarged storage, and not on the stars rating which in this case is just a visual quick aid to identify how close that buildings level is to the possible maximum allowed by our teams level.
