Lvl 20 drivers

I'm just wondering how often talent level 20 drivers are created or entered into the transfer window or is it best to scout them. I have only seen 3 in the transfers since I started and I'm level 15 manager. I haven't seen any staff that high yet. 

Scout them, it's way easier and cheaper.

Your youth academy needs to be level 12-13 to have talent 20 drivers quite consistently

Thank you. I was thinking that would be a better way. And am not sure I like the marketplace because it looks like people squander high talent drivers there
