Is there anyway of knowing if staff are going to retire? I am lumbered at the moment with a poor staff member who I cannot get rid of without paying them up. Seems silly

As soon as you extend their contract, they will declare they are going to retire or not. The staff will not declare retirement in the middle of a contract, so if they don't say they will retire, you will have to wait until you next extend to see if they will retire.
