water height tyre opt

in recent race of old silverstone, there's a sudden wheather change in the mid of race. there's a 3 laps diff that makes all racer use 2 extra pit just to change it to wet tyres again. what if the advanced tyre settings based on how damped the track is (I.e. how high the water is). even the rain stop, water height is the variable that affect directly to tyre performance.
