Apart from the obvious question of "why", :-p assuming you have already spied a part which is worse, do you even have the option to clone it?
I would suggest that you might want to just try it if your curiosity gets the better of you…I can't imagine that you'd see any benefit at all myself
I'm thinking about what happens if I attempt to clone a component that is worse than mine...
Have I a negative result or a positive result?
First you spy and only after you see if the part is better or worse, you choose to clone it or not.
Be aware that cloning makes the next season development of that part slower.

From what I understand, the % improvement to your current part that you see is dependant on your Designers skill level (obviously you won't improve beyond the % of the part that you spied). That being said I would be inclined to spy on the team that you think has the highest % part & clone that, I don't think that it is any easier for your designers to clone a 40% part than it is to clone a 70% part.
I think is the same to clone one or other, what you need to think is if you clone a XXX% part, it will cost XXX0.000
(for example 40% cost 400.000).
But I think that higher % part, will bring you higher % performance.
If you are joining a league that already has had a few races then I would go for whoever is in the lead. If you are all just starting in a new league then go for whoever has the highest stats.

Because a higher level of development this season impedes your development for next season I think it's most effective to always develop for next season?
Alright, so my 1st race is over and i succesfully spied on the top teams chassis and here is what i see:

My question now is about this 70%...Does it means that his chassis is 70% better than mine or its something else...? ...My maximum performance is 73% if it helps...
It means his Chassis is at 70% & it will cost you 700,000 to clone it.
You are not guranteed to improve your part to 70%, the level of improvement to your current part depends on the Skill Level of your designers but you will obviously never improve your part beyond 70% by cloning that particular part. In this case, since your Maximum performance is 73% you don't need to worry, had this been 60% for example, you would not have been able to improve beyond that.
