Development leveling issue

Despite having zero xp left until the next development level, which I assume means I've reached the next development level, it leaves me with level 4 Development instead of level 5. Any explanation to this? Or just a simple bug in the game?
I know this really isn't a big deal as I can just wait for the next league race to come along, but it's simply a minor bug that I'm sure can be fixed for the next update to iGP. 

It has something to do with rounding up of the number

Oh I understand now it's as if there was a decimal factor in the experience points, just that I got unlucky like that other guy haha.
