i need a little help about design

whats the best  Design emprhasis - this season - middle-next season - and which is the way to develop faster your parts - in 2 races my parts are 27 % which is to low , and its better to scout an better team who ahs 60 % aprts developed or its better to let designers develop it

From what I have learned till now ... if you have no chances at all for this season, emphasize all for next season and do not do any cloning because it effects the design being prepared for next season as well. Last season I was at around 70%, at the start of this new season I'm at around only 25%. I will definitely base all my design for next season and don't clone anything, at least that is my opinion.
