As you're only Scouting Level 2, I'd suggest finding someone with a high Speed statistic. At that level you're not going to be able to hire any drivers that are truly strong so it's IMO best to go with the fastest driver. Outside of that, try to get one with decent health.

*edit: I accidentally a word.

As James points out at your level in the game, the choice of drivers is limited. I would recommend auto-signing them, as you will not have to spend money on signing fees.

I would then wait until level 4 before investing in 2 reasonable drivers.

What if u get 2 young drivers with decent talent and u train them in order to keep them for many seasons...? Is that a good strategy or i should get a better one every now and then...?  ...By the way, how it works the aging system, i mean is it real time, do they get older every 365 days or by racing season...?

I would think it is by racing season but i don't know, and getting to young drivers is a good idea but thier health would be real bad in a season or two so it is no use, but good idea though.

Well, i got a 18yo with 13 talent and Rating 3 (soon to be 4 i guess) and a 20yo again with 13 talent and Rating 4 and thats my plan, to keep them for many seasons and train them as good as i can.

I will give u an update on the results. As about health if i recall correctly a post that i read, there is a way to maintain it at the same level or even to add 1 more point with a training regime.

Another problem with keeping the same drivers for many seasons is that their salary goes through the roof - it only works if you can keep them very happy  and then fire them.  You can then hire them again after 1 race so long as nobody else has noticed they are on the market!

I disagree with this only because the signing fees are almost always higher than anything you save by letting the contract lapse. I have a driver on my other account that I hired at about Level 5. He's now Level 14 and I'm Level 11. His salary is 633k per race, and his initial contract with me was 450k/race. Giving him a new contract every season would cost more than just renewing his existing contract, even with his salary increase.

Thanks for that James - this was an aspect I hadn't considered in the short term.

I have found to my cost that if you are not careful in how you renew the contracts with your drivers (eg signing them for 5 races instead of 17) then their salary can go into silly figures. Eventually you get to a point where the signing fee will still be less than what you are paying out.  (I tested this in Beta). I have kept my drivers for a long time now and the salary of each of them is now well into £1mil even with very careful renewals.

I understand why this is, as with good drivers you should be winning races - however if you are not, and rarely achieve your objectives then you are in trouble.

I like to take advantage of the low health throwaways. Drivers whose speed ratings are even, indicating that thay have been trained by another team or two and then discarded because of low health. My best driver was one of those. I buy reward points and up their health to 100%. I estimate that upping a drivers health from 70% to 100% results in .5 seconds per lap. The money means nothing to me. I spend more on beverages each day. Why should I quible about an occaisional $7.50. And the money is a contribution to a team of developers that are trying to continually improve the game and not making much money off it as yet.
