High Level Magangers in Pro

We have two high level managers in Pro, one is a level 19 and the other is a level 18. The next highest manager is a level 14. Shouldn't these high level managers been put in Elite when they joined?

No.  If Dave was in the Pro tier of the last league they occupied, they will be put in the Pro tier of the new league they join.  As for Wayne, he joined this league towards the end of last season, almost ensuring he'd be demoted.

If they were in the Pro tier of the league they left then they will also enter their next league in Pro.

I assume one of the two managers you are referring to is the one who won the first race. I see he also raced twice at the end of last season, did he join your league in the Elite tier and get relegated?

Looking at the stats the other doesn't finish all of the races which suggest he doesn't always set up or manage the races. Reasons for DNFs are either running out of fuel (but normally AI will prevent this from happening) or more likely the cars aren't repaired so eventually suffer from suspension failure.
