Only 67% research power why?

I'm currently at lvl11 and all my staff is a brand new 4.5stars (highest I seem to be able to get).
Why is my research power still only at 67%?
I used to get 80+ in lower levels even...

Research Power gradually decreases as you gain in level. At level 1 to Level 3, you actually gain 98%..at Level 20, you get 40% (or at least I am! :) )
