I think you should remove ballast. Low level managers are clearly preferred. That is a fact. We only have top managers in our pro, so it makes sense, especially in our league, to remove the ballast. A good level 16 manager has clear advantages over a level 20 manager. In the elite, however, the level 16 manager has no chance.
