Not a bug except the usual wrongly displayed stars (Edit: And also that slightly inconsistent behavior between team and staff level of course). Calculating through your values it looks like you got really lucky with your LE A as he was still acting as 5 stars (2.5 development per race) for you even though he was a level lower than your team. You didn't had that luck with LE B and thus only got 4.5 stars (2.25 points development per race) out of him for the last 5 races (It looks like level, as is the case with staff contracts expiring, is calculated before development and thus the new values are already taken for the race you level up), as is usually the case for CDs/LEs a level lower.
