Wrong Pit Order

I understood Pit Order is made based on the ranking of the previous season.

Our champion found himself 27th at the beginning of the new season (without leaving the league), changing the pit order he should be attributed.
That might not sound terrible but it appeared to me that standing at the end of the pit lane gives you quite an advantage when it comes to the risk you get slowed down. And only a little number of tracks have the pit order reversed.

It is a problem of all league often happens that in the new season does not respect the final classification of the previous championship, the first classified of the previous season has a car with a high number (when this happens in the classification appears 25 º, or so), but sometimes it also happens to some of the first 3-4. It is as if there was some sort of rotation, but in reality it is a small mistake, it will be fixed, but I am not able to tell you exactly when.

Basically, the game doesn't like any team having the same number(s) in consecutive seasons.
