You can't have 100% every time. You are facing your "penalty" for getting a 100% car last season.

dont think about real F1, they are not real, RedBull do not had the best car this year, just see how Ferrari was faster the first races, but after the Vettel and Horner crys, Pirelli changed completly their tyres, and then RedBull got his instantly increased perfomance and Ferrari got his instantly slower car, thats the real F1, who put the money win.
That will be interesint to implement, who send more millions to a new feature called ''Bernie Bank'' in facilities, have an perfomance boost, like, 2%, 5%, 10%, 15%, 20%, ..., more that you spend, more performance boost, that will be realistic feature :)

uh, no, but red bull clearly did not start developing their cars at the rate of 1% per two races all of a sudden (from scratch mind you) just because they had the best car before. i say great penalty for having the best designer team and chief around.
seriously though, this just seems totally unfair. i understand the desire to mix it up a bit, but the system is just not balanced enough. i have the cash, the facilities, a decent chief designer and top crew and with all that i can work out a what? max 27 if i i spend all of my training on already maxed-out designers? i can see this being fair if some of that great design percentage was retained after the season, carried over to the next, but was still not enough to get it to the same level. but at present...

It's not BS if you balance your car design properly. In a 7 day a week league, with a 2 day season break, you can start every season with 50-60% and reach 100% by the end of every season.
Ofcourse you're not going to beat someone who has 100% for the whole season, but you're as competitive as you possibly can be every season.
