I Used 3 CDs same level and amount like an opponent, he has in Sum 5 car Design Pointe more than me
Normally the Design should be the same.
Was ist stattdessen passiert?
Additionally we have 3 different values for the attributes which were not strength or weakness.
Some have 38
I have 37
One manger has 36
We are all level 20 and Used level 19 CDs

I don't think this is a bug. Some level 19 CDs are 5 star and some are 4.5 star. The 5 star CDs generate more design points than the 4.5 star ones.
Have a look at your opponents CDs to see how many stars they display.
If you can confirm that they are 5 star CDs I will move this thread to "Help & Support".

Could be the reason, i Used one 4,5 and 2 5 star CDs.
Don't know about my opponents, i just focused on the level and can't figure it out now because they Used several CDs.
Was there an update then? So far the star rating did not had impact on the car development, just the level had an impact. I Used the 4,5 star the previous seasons as well, but without a negative effect on car development, that happend just for the current season.
When you can confirm that there was an update you can move it.

A L19 CD when employed by a L19 team will always yield maximum next season design points.
In my experience, the star rating of the L19 CD will determine how many dp they generate when employed by a L20 team. If the L19 CD displays as a full 5 stars to the L20 team they will generate maximum points, if they display only 4.5 stars they generate slightly less.
This was for the design algorithm before the most recent update. I believe the number of points a CD now generates per race has been reduced across the board (it used to be 3.75 - 2.50 - 1.25) so the reason for your apparent "bug" might be a combination of the star rating and the fact that the update occurred during your previous season.
Sorry I can't be more precise I'm still trying to work it out myself.
I'll leave this thread in bugs for the time being as I can't be certain it's no t a bug.

I believe the base value is now 2.200 pts, with still a 50 pts stats cap in Elite...my car is even weaker over there..averaging around 36.8 pts..but I have 1 Lvl18 CD still! xD

@kevin before the Update i was level 20 Used the 4,5 star Cd, too. And i had exactly the same amount like my opponents, who did neither change their CDs, just now after the update my car is worse.
Will not use the 4.5 star cd this season, because i think now 1 or 2 CDs are enough.
@ peter the cap is higher, around 70 or higher i joined a league in the break with another account, i have 66 in the strength and the best car is still a bit better.
Update: i made a new test joining a league during the break. You get now exactly 3 points for strength 2 points for the normal stats and 1 for the weakness.
Now we have to figure out if a 4,5 star CD performs worse for a level 20 Account.
For a level 19 there is no difference, i made the Test with a 19 Account with a 4,5 star and a 5 Star CD.
And we have to figure out where the cap is if there is one:)

Looks to me now, that 5 Star Level 19, perform like level 20. Will test that in the current season
