Yes, that sounds correct. Joining mid season gives design points equal to the development power of your CD. So at most 8 points base, 4 weakness and 12 in strength after 4 races (4 times 1/2/3), plus 12 points to spend in Elite.

Translate That's why I always recommend people to only change league during season break.
When you join a League in its first race, you'll receive same car stats as if you were racing there last season.
