Staff evolution

I really think the staff attributes that do evolve over time should result in the staff level increasing, as they do with the drivers. I fail to see the point otherwise in having the morale attribute and investing in your headquarters to raise it. 

you should be able to train your staff.

the strengths and weaknesses remain the same so ppl will still all want the same ones but you can get a lvl 1 and train them up.
