another racer and I had the exact same time. i was listed before him, however when we get to the race, he is positioned in front of me.

This particular issue has been escalated to the developers on a number of occasions. I believe it's on their list of issues to be resolved but it's not going to be top priority. It has become more prevalent now that driver errors have been switched off and qualifying times are much closer.
You both set the same time, one of you has to be ranked higher, it's very unfortunate for you that the qualifying listing shows one ranking and on the grid it is reversed.
For every unhappy manager who starts the race one place lower than expected (and raises a bug report) there will be another happy manager who starts the race one place higher than expected (and doesn't raise a bug report).
