No Progression to Level 10

My drivers have been at Level 9 for quite a while now.. On the Blue bar it is towards the far right but every time I train my drivers it doesn't go up and they can't progress to Level 10. Is this something to do with being in Rookie as I know that the Level 8 is the cap on exp but in my league there are some guys that have level 10 drivers. I'm not going to complain as I've been winning races and they do get trained but it seems a little odd that they aren't progressing to level 10. Is it something to do with talent as my guys have 16 & 10.. Does that need to be higher or something??

Chaz, I have had a look at your account. They will progres as you train them more. The physical training does move the bar more slowly than some of the other types of training, but they will become level 10 soon.
