What should I upgrade first in headquarters...

Technology as I attend every live race or Design to keep my car competitive across the season?

Answering shortly you question, in my opinion, I'd upgrade manufacturing first, in order to not run out of car parts.

I always keep my accounts Manufacturing 1 level higher than Design.

First design as you will benefit from more Design points through the entire Season. Second tech, third manufacturing (and watch some ads within the App if necessary).

Thank you Gustavo and El for answering my question,

I watch all the Ads everyday to get bonuses, I have 160 Parts and brought enough engines to last me the season.

El, I agree about the design points would benefit me through the entire season but so would tech during races. I was wondering if one had an advantage over the other (like acceleration has over cooling etc...) or are they not comparable?

Those two are not truly comparable. Design is the fast horse you need to reach the battle in time and keep up with the fight. Technogy is the sword and shield to win it once there.
