There are many variables, which are not as obvious, that when added up together, can result in a larger race gap (even larger race gaps in less competitive/knowledgeable leagues)

For this reason, calling someone a cheat, simply because they are a better overall manager, is uncalled for, and slander.

This game takes years to master, with the small details keeping managers in the game, in pursuit of the extra speed. Even now I am finding small things which effect the car performance.

It is more than possible, with the correct car set up, KERS race management, and many various other race factors (ie. Tyre choice) added up.

I, and a few other select managers who I rate highly (ie. Christian Horn, Paulo Di Giovanni, Евганяй Первый, Sergey Wodkin) can beat some other 10.000 Reputation managers by an average of 15.0s - 20.0s (in 100% distance races, with the same car) with all these race variables combined.

The winning margins for the races I checked were -3.9s and -8.0s for 50% league. That is -0.150s/lap (Russia), and -0.228s/lap for Austria, not -1.00s/lap faster as you stated above.
