I was wondering if there’s a way to be demoted back to rookie. It’s not fun running around at the back of the grid in every race even though I improve my cars after every race. The game isn’t fun anymore. I want to be competitive and have a chance to win but I can’t anymore in my tier.

At L12 you should be competitive in Pro, especially as you're roughly the same level as the majority of your competitors. If you're running around at the back all of the time you're doing something wrong.
If you are demoted to Rookie one of two things will happen. Either
1. You'll dominate the league because the other teams are not as experienced as you which just means you're forcing them to suffer the same poor results that you are currently experiencing or
2. If you encounter an experienced manager in Rookie with a low level account who knows what he's doing you'll be even further behind than you are in Pro because the ballast you carry will seriously handicap your car.
