If you have the money to burn, is it wise to refit new parts every race ?
I beleive if you do this, it slows down next seasons development, can anyone confirm this ?

If you've got extra cash, then I'd refit every race, definitely. You'd get fresh 100% condition parts along with a better model # that has greater design/performance values (e.g. - Model 1A vs. 1F). Though if parts design is slow (with 1% gains) then you could refit every 2 races. I usually never use an engine for more than 2, maybe 3 races.
It also depends on how often you are racing. It looks like your league is racing almost every other day... So, if you have enough performance gains while you design between races, then I'd say refit as much as possible. It will give you that extra edge on opponents. But once you reach 100% performance you're maxed out and you'll only be paying a repair bill at that point -- With no performance gains obviously.
It shouldn't slow down next season's development at all. The "Current season vs Next season" slider on the Design page is what controls that. And of course, the higher your design % of parts, the slower it starts to design. Which means you need to be leveling up your designer and/or hire a better one (which sometimes gives very small gains in design rate and max performance %.

I bring entirely new cars to every race, and refit engines every two to three races (depending on what the races are). With good sponsor contracts you bring in more money than you could ever spend.
My last race I made about $5.3 million in profit, this with using two new engines and rebuilding the whole car (for a total cost of about $1.4 million). If you meet your race objectives ( "Finish 5th or better to earn $700,000" ) it can help a lot if you're in a decently-sized league.

I make 5.2m every race so money isn't a problem.
My current car design is 100% for this season and around 20% for next season. My development slider is fully set to Next Season yet design progress is only 1% per part :-(
I'm going to test my theory out and not change some parts and see how much i progress on development on a part for next season.

Refitting new parts doesn't affect your rate of development. If your current car is 100% across the board, each development you bring to your next car will only be worth 1% per part. This is not an accident, it's how the design system currently works in the game.

Does the percentage of the part effect performance or is it just an indication of when it will fail? For example will an engine with 65% perform worse than an engine with 100% or is it that the engine with 65% is more likely to fail / breakdown?

It's a failure indication, but worn parts don't perform as well as well as new parts.
