I would like to start from some considerations:
- in the most competitive leagues I found that 80% of managers come out and rejoin in the league every season;
- use CDs only to maximize search;
- obviously they are with the machine the same as at the beginning, only the choice of skill where to allocate all the points changes;
- this leads to making development extremely banal, because logically it is convenient to develop that skill and search in the others alternating them, this happens if at least three managers allocate 20 points each time in the 3 most important skills, and these 3 managers, each one carrying out a skill , there are always or almost;
- no one thinks about balancing the car for each type of track anymore because currently it is much more important to have a higher number of DPs than the others in the sum of the top 3.
I personally in my league have banned the exit and rejoin, but we are 16 and we are always the same apart from some new entry every now and then. Obliging new promoters to quit and rejoin because of the bug, but that's another matter.
I therefore propose to reintroduce the cap in the design, which would discourage the exit and the rejoin, forcing to design the car for the following season. This is how it worked before, and it worked very well. I understand very well the reason why it was removed, that is, to adapt to the different race lengths. But the bull was not taken by the horns but elsewhere.
My proposal is to insert a cap proportional to the number of races. I will give you an example:
15 races cap 37
16 ..... 40
17 .... 42
18 .... 44
19 .... 47
20 .... 49
21 .... 51
22 .... 54
