The time recorded on Q1 by the driver who will start 16th is actually the 14th fastest. Meanwhile the time posted on Q2 for the driver who will start 15th on grid is only 17th fastest.
We do know tenths of a second make huge different on actual pace which is crucial on qualifying as the race day alone. When advancing through Q2 or Q3, the times are irrelevant or negative to ones posted on previous sessions. If you see the grid preview, you may notice that the one who starts tenth on the grid, his actual quali time can be much slower than two or three drivers behind him. Although he advances to Q3. Another one is when one driver advances on the next qualifying session, driver didn't record his lap time. But queued higher than the slower cars behind. There's another situation when lap times on qualifying is heavily affected by weather changes. But likely in general, has been said already.
