What did you try to do?
We are a high reputation league (league_id=17573) with many active daily players in PRO and Elite.
We expect to receive Rookie players regularly to keep the lower tier with 12+ players
What happened instead?
We dont have any Rookie in our league

We have had only a couple of Rookie players for the past few months.

I'm afraid that's not a bug but the result of quite a high number of leagues compared to the number of Rookies joining (and the ratio towards Rookies actually starting to play is even worse). Also with a dwindling number of Rookies it's getting harder to attract new players into the league as the game prefers to present leagues with a well filled Rookie tier.

Frank's answer is correct, as in the past Jack and I have had to explain this before and is our official answer for this.
Leagues with a more populated tier will appear in the search results first.
Personally, I despise the limited search results and showing only the most populated leagues in the limited results. I've tried to get Jack to budge on it with no success. It's been a year or two since I've pestered him on it though. If there's a riot to have this changed maybe there'll be some chance though. :)
