Quali Tire Not Race Start Tire

What did you try to do?
Player in our league qualified on Medium Tire (P22) and started race on Inters:

What happened instead?
Player started on Inters, was P12 after 1 lap then won race. Others who qualified on slicks also started the race on slicks:

Additional comments:

Could it be he changed before race start in the race window?
If he is active before race start you could do this. (done it myself)
It is possible to change tires for the first stint if the weather changes (Int/wet to dry or dry to wet/int)
