Any suggestions on conducting practice/dry runs with different strategies and apples to apples comparison (different seasons would not qualify as apples to apples due to design points and driver attribute changes)?  My understanding is Quick Race standardizes all configurations.

If I remember correctly, your team will be Level 10 for Quick race events (they have Level 10 DRS and KERS). AFAIK, drivers are given their ideal setup for QRs. 

Using this info, QR could be used for 'apples to apples' comparisons, but bear in mind that tyre wear and fuel use rates may be different in QR than league races due to the differing race lengths, and different car designs.

Yes, QR is set at lvl 10 for everyone and (if I'm interpreting it correctly) doesn't take into account different setups thus provides an even playing field where only PL, tire temp, and DRS affect the race.  Tire wear and fuel use I have a handle on but car setup (engine, tires, fuel) per different track is my achilles heal and the area I can improve.

Hello,

Engine - In Elite, it is highly recommended that you replace your engines after every race. However, this strategy can cost tokens, so I wouldn't recommend it if you do not have surplus engines. 

Parts - Having a car that isn't repaired doesn't have as much of a speed impact as a car with an old engine, however, if you don't repair your car for an extended period of time (~3 races), you will retire from the races. Some experienced managers say that you shouldn't repair your car for the final race of the season as your speed won't be affected, and it will allow you to save parts. At the start of the season, your car is automatically repaired, therefore you won't need to spend parts and engines before race 1.

Fuel - Your 5 (10 for a 2 car league) will give you an indication of the fuel use per lap. Use this number to calculate how much fuel you need for a stint. 

However (and it's a big however), higher push levels use more fuel and lower push levels use less fuel. You will need to bear this in mind in order to put the least fuel in a pitstop as you can, and still make the end of the stint. In a recent update, the developers made the amount of fuel influence the pistop time. The more fuel you put in during a pitstop, the slower your pitstop will be. It is recommended that you don't put over 50 litres during a pitstop, as this will make the start of your next stint much slower than the cars on <40 litres.

Thanks for the assistance. I'm looking more at engine, fuel, and tires from a supplier standpoint. I.e. in Australia, is it better to have toy motor at +10 handling or tifosi at +10 braking.  How do I test this before a race?

Hello,
Choosing which suppliers are best for each circuit is something that will take months or even years of trial and error to get right. At the moment, there isn't a table on the forum of which suppliers are best, and I suspect that once somebody works it out, it will be a heavily guarded secret due to the time they have put in to working it out, and the speed advantage it may give you.

However, looking at the track's characteristics may help to work out whether you need to boost your Handling. Handling helps your car in slow speed corners, meaning you would want to develop it before a track with high-speed corners.
