penalty for switching leagues?

In the rules, it says there is penalty for switching leagues, and says it will tell me what the penalty is before I switch, but there I get to the button that says 'join new league', no penalties are listed, what's up?  I don't know if that button will tell me the penalties before I join, or if I will join will suprise penalties....

If the season is over and new season as not began, there will be no penalties.

I think it's after you click leave league in your current one that you see the penalties on a second page.
