The way I understand it, there is a maximum performance level your team can reach, and if you hit that %, your development wil stop.  Maybe as you near that level, development becomes slower??

As you improve the car the development rate will slow down.

So if you had 50% car the development might increase by 7%

If your car is 75%, it might increase by 3%

The % amount of design for your Current Season of parts will affect how fast you can develop parts overall. (i.e. - Number of designers required)

So, if you have a 30% Current Season car and a 1% Next Season, and want to develop entirely for Next Season, it will require far less designers and have very fast gains to reach a high % for Next Season.

But if you have a 80% Current Season car and a %50 Next Season, it will take A LOT of designers to develop your Current Season and your Next Season designs.

Basically, once your Current Season car has reached a very high %, it will be hard to make fast gains for Next Season. Sometimes it is good to design your car for next season at the very beginning of the season (like 5 races or so) so you can get the % up midway quickly. Then, when you are 1/4 into the season you can focus entirely on the Current Season to develop and your Next Season will have 1-2% gains. Usually by the time I finish my design every season I can reach a 90-100% car and have Next Season start at around 60-80%. It's much harder in an everyday league because you have limited days to design. But in a league that races every other day, or every week, designing shouldn't be a problem and you'll always have a 100% car every season.

You should also be mindful of having a really good Chief Designer, and be sure your Designer skill is at 20, of course.

ok, i understand all what David said,

my case is like that, i have 3 races behind me of curent season, design for this season is 95-100% and next season 1%, i push slider max on next season, next progress of design will be in the middle of next season, thats funny for me :D

also,  if your copying parts, your delelopment drops to nothing and that carries over to the next season, or atleast that is what i noticed.
