I have a wet race coming in and i dont know if i should do an overcut or stick with a normal 3 stints W for 14 laps
Also im talking about Malaysia and fuel should be 52 litres for every stint

Overcuts works perfectly in Malaysia. Even more if you're playing under the rain. What would I do If I were you? Definitely, I'd try to do an overcut. In my case, always works.
The problem could be your fuel. I don't like to have more than 50L when I play... 52 could be too much, but you can try it if you don't have anything to lose.
