What did you try to do?
Manage my race, I broke down car 1 (J.Roberts) on lap 10 to save parts and continued to manage car 2 (A.Taylor) As I have been the last 20 or so races.
What happened instead?
When my WiFi cut I was forced to reload viewer, and upon rejoining it would not allow me to manage my car.

As you can see, I was locked on my retired car on all tabs but strategy, and could not manage the lower tabs.

Can the bug be reproduced?
Yes. It can be reproduced by breaking down driver 1+ rejoining viewer on mobile. Others have experienced this issue before, we have shared notes and come to this conclusion.
Additional comments:
This may be a problem if you want to implement 'random' DNF's at some point!
EDIT: Yes I did leave+rejoin the race multiple times, same every time
