Advice on clear air/slipstream

Seeing as it is approaching winter/monsoon season at many circuits at this part of the year, and with snowfall and rain there is no drs, i would like to know if slipstream is more crucial than clear air in scenarios with no drs, and also which tracks have the largest showings of the respective clear air vs slipstream effect. For example, it is obvious that clear air is important at monaco, but for circuits with long straights like RBring and monza, does the slipstream become more important than the clear air in a situation with no drs? or is clear air still king?

Well with rain, it's basically boost to power you, and also who comes out on top with stratrgy and tyres.

only clean air. If i’m not mistaken, there is no slipstream effect in igp

Yeh there's no slipstream effect or at least, if there is one it is negligible.
