Companies that are marked as partners can improve theyr product or not?

How a team manager can help to develop best help to that kind of companies?

In other words, an engine can change is value during seasons for example in power etc? Same for fuel and tyres...

All supplier attributes are static and do not change unless of a planned attribute change. There is no guidebook to the game, it's a learn as you go, so generally, use your initiative.
