If its raining before the race begins for say an hour or so, if it then stops raining with like a few minutes to go, does the track start dry or is it a little wet still?

it normally take 15 minutes or so for a track to go from fully dry to fully wet

Some tracks dry faster than others. Some wind may cause the track to dry faster. If it is still humid, this may cause the track to dry slower
