I'm having a hard time understanding how to increase the car parts %. I have put a "checked" mark next to a certain car part to raise the % but its still low. I have 56% for Chassis. It seems like i will now go into my next race with low on chassis.
Maybe i'm missing something but is having low % next to the car part mean the part is worned down from the previous race???

Depends on where you're looking, Clay.
If you're on the Next Race page, the percentages on the Assembly tab show the remaining "life span" of the part. The checkboxes are for if you want to replace that part. A part that doesn't have a lot of life left may fail in the next race, causing to you to DNF.
If you're on the Design page, those are the percentages of maximum performance that part is giving on your car. An 80% Chassis is better than a 60% Chassis, and worse than a 90%. These percentages basically convey how fast your car is capable of going.

If you're on the about the assembly of the car then even after you have ticked the box the percentages will still read the original percentage. The parts are replaced just before qualifying takes place if the boxes are ticked ofcourse.

Yes i'm looking at the "Assembly" tab. I was hoping to get the car parts up to 100% for my next race but it doesn't seem i could or i just don't know how too.
So the real question is, "How do i get my car parts up to 100% before my next race"? I like to be able to go into all races with 100% for my car parts or at least 90%.

First of all, you have to have enough engineers and mechanics to swap out worn parts for 100% ones. Once you have that, just make sure to check the boxes next to the parts you want fixed. Anything with a checked box will be swapped out to 100% 10 mins before race (once qualifying beings), but you won't see that reflected anywhere beforehand. Just trust that the system works :)
