I am not a techy and have no idea whether this is feasible, with currently equipment for the iGP team, however...

A tool to place, change size, rotate sponsor logos on cars

Its an additional customisation that could be very fun and rewarding, some leagues have their own livery competitions as well as iGP own, so maybe an additional feature for league founders to reward competition winners threw a interleague poll?

The current system allows constant change for branding, and therefore with this possible new feature, a urge for players to change their livery, just like in real life, keeping the game true to its goal of being authentic.

there is also scope here with this feature, with some creativity from players, to add additional colours to their livery which match their sponsors colours with.

cant have massive red bull on the side of your car, thats fine, we have massive redballs instead, which gives the player 2 extra colours to their livery if they could only make it big enough to matter.
maybe a feature to scrap a brand logos, or to change it some way, like instead of a Petronas blue strip for fuel supplier we can have beepfuel green strip, or something similar?

what do you guys think?

Yes, being able to do that would be nice to really design a racing livery. Currently I'd rather prefer a clean car as the current ones are too tiny, which currently isn't too bad as their placement is also not fitting the liveries properly.

Ideal would be if those sponsor and supplier stickers would come in 2 parts, a background one to freely stretch to form banner like elements on the car, with an option to set transparent if not desired, and the actual logo that only can be resized to keep the proportions.

Yes the general idea here is to have some "play" with logos for some more unique livery designsf
