Long story short, I think Offices and Hospitality building is borderline useless and it could use a rework, which would help in solving another problem. Let's start from the beginning:
O&H is probably the worst out of all HQ buildings, its benefits are really small and, to be honest, it doesn't really make a huge difference both on and offtrack. Another problem, which I've come across, is that there's simply not enough good staff members (especially CDs) on the marketplace. Finding a 4,5* CD with good attributes is almost impossible on level 16, so I can only imagine what looking for a 5* CD on level 20 must be like.
In order to fix both issues I propose this O&H rework: make it work like Youth Academy, but for staff members. For 1 Token you scout for a staff member of your choice and for 15 Tokens you can hire them. I don't know much about game economy, so if those prices were unbalanced, they could always be changed by developers.
A rework like this would mean that people wouldn't have to resort to Marketplace sniping in order to get that 1-in-a-million CD, but would instead have to spend a bit more Tokens (finding a perfect CD [Acc/Bra/Dow/Han + Rel/Coo] should take 8 scouts on average, so that would cost 23+ Tokens) and it would make O&H building actually useful.
