I got my current driver from the YDA and he's 20 talent. Just a further note that I got him like 3 months ago and he's the only 20 talent driver I ever got from there :P

I went and kicked out every driver every day till I found a 20, only took me one race season.

They are totally random, I got my first one in 3 races, then 2+ seasons later I got 2 in one race...
