Top 4 in rookie did not promote

What did you try to do?
There was 14 teams in rookie, 30 - 45 mins before our final race I quickly whipped up a couple of filler teams to unlock promotion.

What happened instead?
Though 16 teams were in rookie and the top 4 green line was present, promotion didn’t go ahead.

Nothing to report

Additional comments:

Yes of course I am 100% certain, when I said I whipped up a couple of filler accounts, that means they were brand new accounts created so there is no other place they would go than the rookie tier. I checked and double checked to make sure there was definitely 16 teams to activate promotion, and there was 16 teams as the race locked in, 16 teams show up in the final races result too.

I think it is a bug very strange.
The third place finisher and the fourth place finisher were promoted, while the first place finisher and the second place finisher were not.
I have no idea why the first and second place finishers did not get promoted, hat being said I manually promoted the manager "Raga Muffin", the first runner up left the league so I can't promote him.
