they is a guy in my league who is a level ten but has a level 14 CD. Is this hacking?

This is not hacking.

When you get to L10 you may be offered an "Epic CD" pack in the shop. This CD is usually higher than the team level which means you are able to keep them for a lot longer instead of having to find a new one every time you level up.
