I would suggest staff training, in which you could train the ability for staff members, but it would take a long time, like upgrades (per estimated 10x training a day), would take 5 days to add more ability. It should have same training rates (10x), as drivers with full 5 red stars, not 5.5 or 6 with red stars.... However, stars won't change...
