It's your suppliers, if you have a supplier that penalises acceleration, you will not have max acceleration, and the same goes for every other stat

It is as Titan says. 

You probably have Rednote as your engine supplier which is adding 10 to your Downforce attribute but subtracting 5 from Acceleration.
