Question about promotion timing & league switching

I want my brother to join me in the Pro tier of my league after he wins and gets promoted in the Rookie tier of his league.  But, we also want him to keep his development schedule lined up with our current seasons (in other words, he doesn't want his next season's development to turn over to zero when he joins my league).  Can he switch leagues immediately after winning?  Do you get automatically promoted the moment the season ends?  If he switches right after winning, will his car's development be based on the current season, or next season's?
