45 could be the youngest one or near it. I managed to buy one like this without any previous stats, level 18 or 19. Lower level CDs seem to be a bit younger.

Don't get hung up on the Talent, Mental and Physical attributes for staff, they are a throwback to previous versions of the game and currently do not affect the effectiveness of a CD.
All you need to concern yourself about is the level, strength and weakness of the CD. A CD the same level as your team will produce maximum research (when paired with a good TD) and maximum next season design points.
Age is irrelevant at L13, you will only keep him/her for a couple of seasons at most, then you will level up and be looking for a replacement.
